Regarding Marketing, Management and Business

There is one of my friend who has a grade of 2.94 according to Germany grading system and an IELTS score of 7. He wants to study International business or global marketing/management. The grade is not great so getting into universities where there is no tuition fee will be difficult for him. Paid Universities will charge a good amount. So I wanted to ask,
1. What course around management, marketing, and global business will be good?
2. Which University will be good? I mean, some options?
3. Is it worth it to do this course in a paid university from Germany (as in the scope)
